Professional conduct: All members of the AANS Medical Student Chapters will be held to the high professional standards expected of a neurosurgeon. All actions, including words, deeds, and social media, must be carefully considered to ensure that individual and organized neurosurgery is perceived with the respect it deserves. All active members of the AANS ESM-IPN Chapter will have the duty to respect and comply with these stipulated regulations.
Article 1: These regulations govern the operation of the AANS ESM-IPN Medical Student Chapter.
Article 2: The AANS ESM-IPN Medical Student Chapter comprises students from the Escuela Superior de Medicina of the Instituto Politecnico Nacional and promotes the active participation of students from the same institution. It aims to stimulate their initiative, leadership, and sense of responsibility for studying neurosurgery and its relationship with other clinical disciplines, with the guidance of experts in the field.
Article 3: Its registered office is located at the same institution where its workspace resides, namely, the Escuela Superior de Medicina of the Instituto Politecnico Nacional situated at Unidad Profesional Lázaro Cárdenas, Plan de San Luis and Díaz Mirón, Casco de Santo Tomás, Miguel Hidalgo, ZIP code 11340, Mexico City.
Article 4: The name of the Interest Group, "AANS ESM-IPN Medical Student Chapter," originates from its founding. The name and logo of the association are exclusively used by its members and during events under its supervision, organization, and execution.
Article 5: The members of the board of directors, as well as the members of the AANS ESM-IPN Medical Student Chapter, agree to participate voluntarily and actively in the activities proposed within the chapter.
About the Board of Directors:
Article 6: The Board of Directors serves as the highest authority within the interest group. It is responsible for directing and managing the AANS ESM-IPN Medical Student Chapter, overseeing its finances, and representing it. The Board of Directors has the authority to appoint and assign duties to members of the Interest Group, as well as to grant and revoke their powers. It also manages the disposal of the company's assets, securities, and resources.
Article 7: The Board of Directors will convene whenever summoned by its President or Secretary, with notice issued at least three days prior to the scheduled meeting.
Article 8: The duties of the Board of Directors of the AANS ESM-IPN Medical Student Chapter include:
Article 9: The Board of Directors of the Academic Network consists of a President, Vice President, Secretary, and Treasurer, appointed by the General Assembly.
Article 10: Members of the Interest Group are prohibited from making claims, engaging in discussions, or mocking fellow group members or any other institution in public places. When addressing such matters, discretion and politeness are required.
Article 11: It is the responsibility of members of the AANS ESM-IPN Medical Student Chapter to uphold the positive reputation of the Interest Group and the Escuela Superior de Medicina of the Instituto Politecnico Nacional.
Article 12: Members of the AANS ESM-IPN Medical Student Chapter must be democratically elected by the Board of Directors, and their legitimacy will be verified by the corresponding authorities.
Article 12 Bis: The selection criteria for members of the AANS ESM-IPN Medical Student Chapter are as follows:
Article 13: Students interested in joining the Board of Directors of the AANS ESM-IPN Medical Student Chapter must be enrolled in the current cycle, be members of the association, and have no reports of inappropriate conduct.
Article 14: The AANS ESM-IPN Medical Student Chapter will be represented and comprised of students from different semesters within the student community of the Escuela Superior de Medicina of the Instituto Politecnico Nacional.
Article 15: The AANS ESM-IPN Medical Student Chapter will be advised by certified experts, medical specialists in neurosurgery or other related specialty/subspecialty. The advisor(s) will be selected based on the event and topic to be addressed, and the corresponding authorities will be notified for appropriate action.
Article 16: The AANS ESM-IPN Medical Student Chapter will establish its capital through contributions and activities organized by its members. These contributions may be acquired through donations received from the community and organizations in the public, private, and social sectors.
Appendix (A): Donations obtained from the public and private sectors must be in kind only and should not be conditioned in exchange for special benefits or exclusive advertising.
Appendix (B): Donations from political institutions will not be accepted in exchange for electoral campaigning.
Article 17: The Board of Directors will manage the resources of the AANS ESM-IPN Medical Student Chapter.
Article 18: To utilize the financial resources of the AANS ESM-IPN Medical Student Chapter, students must obtain authorization through a resolution issued in the General Assembly and/or, if necessary, by the full Board of Directors.
Article 19: The resources of the AANS ESM-IPN Medical Student Chapter should not be used to finance extravagant events and unnecessary acquisitions, such as celebrations that do not directly benefit associated students and individuals interested in the Society.
Article 20: At the beginning of its term, the Board of Directors of the AANS ESM-IPN Medical Student Chapter will present a work plan to the competent authorities.
The Board of Directors may decree the suspension of rights for a determined time or the definitive expulsion of the members of the Board of Directors or members, for which it is required to have received the respective request from the Board of Directors. In cases where sanctions are imposed, the affected parties will have the right to a hearing prior to the determination of any sanction. The severity of the actions committed may result in the following sanctions:
The following are established as causes for sanctions:
A. Engaging in acts contrary to the purposes pursued by the AANS ESM-IPN Medical Student Chapter and opposing or interfering with its performance.
B. Infringing upon or promoting the infringement of the statutes or provisions and agreements issued by the Assemblies of Associates.
C. Failing to comply with decisions and agreements made by the Assembly of Associates or the Board of Directors.
D. Any other cause agreed upon by the General Assembly of Associates, provided it is of a general nature and application.
Article 21: Verbal reprimand will be issued by the President and Vice President of the Board of Directors when a member of the AANS ESM-IPN Medical Student Chapter fails to perform their duties. If a member accumulates two verbal reprimands, it will result in a written reprimand.
Article 22: Written reprimand will be issued when a member of the Board of Directors accumulates two verbal reprimands or when the offense is considered serious. The accumulation of three written reprimands will lead to temporary removal from office.
Article 22 Bis: Written reprimand will be applicable when a member of the Board of Directors misuses the name and/or distinctive sign of the AANS ESM-IPN Medical Student Chapter, misuses facilities, misuses economic resources, or uses the AANS ESM-IPN Medical Student Chapter for personal purposes.
Article 23: Temporary and definitive suspension will be applicable when a member of the Board of Directors accumulates two written reprimands or when the offense is considered serious, endangering the operation of the organization or the holding of an event. The determination of the suspension period (temporary or definitive) will be decided by the Board of Directors not involved in the offense committed by the member or members involved.
Article 24: Special cases not covered by these regulations will be addressed by the Board of Directors of the AANS ESM-IPN Medical Student Chapter.
Article 33: These regulations may undergo modifications according to the needs of the AANS ESM-IPN Medical Student Chapter as it evolves. Such changes must be approved by the Board of Directors.
How will you plan your bylaws meetings?
The meetings will be held at the facilities of the Escuela Superior de Medicina of the Instituto Politecnico Nacional, which will open discussion forums, clinical and academic sessions on Neurosurgery.
How often will they meet?
Once a week; each session will last 2 hours.
What will be the structure of your meetings?
It will be governed by the model of face-to-face presentations (when appropriate, these will be carried out online) with the development/preparation, conduction, and evaluation of the topic to be addressed (with the procedures described in the Roberts Rules of Order).
How will you encourage interest in chapter membership?
Carrying out dissemination activities through social networks, promoting participation in our student chapter through the presentation of posters and models in the area of neurosurgery and neurosciences, giveaways, courses, and promoting the benefits granted by the AANS through the student chapter.
Are there projects (research, institutional, service) that you would like to carry out?
Yes, we are in the process of linking and collaborating with postgraduate laboratories of our institution and national research centers.
How will you use the chapter to integrate with your institution's neurosurgery department?
Through the collaboration with the neurosurgeons of the institution, who will collaborate to conduct courses, master lectures, symposia, and presentations in the neurosurgical area in our student chapter.
